why in some programs, start function is not calling any function to send a packet so how it continues?

Hi Guys,

I like to know when There is a command in tcl to start an event which function invoke first? start()? some times in the start function is not calling any function to send so how it continues?

forexample:
 $ns at 1.0 "$telnet start" in tcl.  what is the first function that execute "TelnetApp(), timeout(), start(), stop(), next()"
If start() is the first then there is
void TelnetApp::start()
{
        running_ = 1;
        double t = next();
        timer_.sched(t);
}

and there is not any function to make or send packet like timeout().
